Travellers heading to Singapore from Kuala Lumpur will soon have a new, licensed express bus hub at Lalaport Bukit Bintang City Centre (BBCC), with operations expected to begin as early as next month.
Transport Minister Anthony Loke announced that the shopping mall hub is nearly ready and could become the first licensed facility specifically for KL-Singapore express bus services.
Loke said during a site visit to the hub at Lalaport BBCC that he is very satisfied to see such facilities being provided.
Although it’s not a large terminal, Lalaport offers comfortable, safe amenities for passengers, and its location is well integrated with the LRT and Monorail systems via Hang Tuah Station.
The Ministry of Transport (MOT) has identified three main shopping centres in the capital to serve as public transport hubs, particularly for express bus services between Kuala Lumpur and Singapore.
Three Malls, One Mission: Clean Up Illegal Bus Stops
Besides Lalaport BBCC, the other two locations are One Utama in Petaling Jaya and IOI City Mall in Putrajaya, while Sunway Pyramid is also under consideration.
The move aims to address the long-standing issue of express buses illegally picking up and dropping off passengers at unlicensed locations in the city centre – most notably in front of Berjaya Times Square and Corus Hotel, two popular spots in downtown KL.
For months, the Land Public Transport Agency (APAD) and the Road Transport Department (JPJ) have been conducting enforcement operations and issuing notices to bus operators, urging them to relocate to safer, licensed areas.
After listening to feedback from the parties involved, it was decided that these express buses need to operate in more suitable and safe locations that are also close to city centre attractions, Loke added.
The minister added that MOT has given bus operators a three-month grace period to continue operating at their current locations – in front of Berjaya Times Square and Corus Hotel – without being fined.
However, they will be required to move once the approved hubs are fully operational.
They must comply with regulations and can only operate at licensed locations. This is not about forcing them to operate from Terminal Bersepadu Selatan or Terminal Bersepadu Gombak, but about safety and legal compliance

Safer Rides, Less City Congestion
The Lalaport transport hub, located on the LG1 level of the Mitsui Shopping Park, features six departure bays and five arrival bays.
It has been designed to facilitate smooth movement for public transport users, especially tourists, with emphasis on safety, efficiency and comfort.
Key facilities include an integrated ticketing system, easy access to LRT and Monorail services, and Bus On Demand (BOD) services connecting Lalaport to Bukit Bintang and Mont Kiara.
While Lalaport is nearly complete and could be licensed soon for KL-Singapore express bus services, facilities at the other three locations still need upgrades to ensure passenger safety before APAD can issue operating licences, Loke said.
The ministry has shown it is serious about enforcement.
In November last year, APAD suspended Aeroline’s express bus operations for a month – from 6 November to 5 December – after the company, owned by Zulco Sdn Bhd, was found to have misused its express bus licence by picking up and dropping off passengers at unauthorised locations.
The new licensed hubs are expected to improve safety and reduce congestion in the city centre, while providing passengers with better facilities and connectivity to other public transport options.
