A private veterinary clinic owner has pleaded not guilty at the Petaling Jaya Sessions Court on 31 December 2025 after being charged with abandoning the care of animals and causing their deaths at a premises in Damansara Damai.
Dr Fadzilah A’ini Abdul Kadir, 68, was charged under Section 29(1) of the Animal Welfare Act 2015, which carries a minimum fine of RM20,000 and a maximum of RM100,000 or imprisonment of up to three years or both, upon conviction.
Selangor State Veterinary Services Department (DVS) prosecuting officer Mohd Sharif Sabran offered bail of RM10,000 with one surety with an additional condition that the accused’s passport be surrendered.
Appearing unrepresented, Dr Fadzilah appealed for a lower bail, citing her status as a single mother.
Judge Noor Ruzilawati Mohd Noor allowed bail at RM8,000 with one surety and ordered the accused to surrender her passport to the court.
The case will be up for mention on 4 February to allow for the appointment of counsel and the submission of relevant documents.
What led up to this court case?
Previously, an independent animal rescuer was alerted about the deaths of a dog and a cat at an abandoned veterinary clinic in an apartment in Damansara Damai.
The videos and pictures drew outrage online and there were calls for justice.

Initial investigation found that the animals were dead for at least two weeks in separate cages. DVS Selangor confirmed the incident and promised to conduct a thorough and transparent investigation.

During this time, Dr Fadzilah claimed she was defamed and threatened to sue media outlets for spreading false information. She appeared in a press conference with the support of the Malaysian Islamic Consumer’s Association (PPIM).
In response to legal threats, lawyer Rajesh Nagarajan, representing animal rights advocates including Pertubuhan Pelindung Khazanah Alam Malaysia (PEKA) challenged Dr Fadzilah to take them to court and to test the facts in an open forum.
